There is a policy in place to block this installation, but it wasn't being enforced uniformly. This is compounded because Google designed Chrome to be able to be installed without Admin rights, so students were downloading and installing Chrome.
Solution: We blocked all activity in Chrome. Students can download and install, but when they try to do anything they get an error screen that their activity has been blocked.
